Phase 6 Protocol / In Active Development

The outbreak is not yours to control. The response is.

01 / The response

Game Description

Phase 6 Protocol is a global strategy game designed around the World Health Organization’s pandemic-phase escalation scale—from first alert to a declared Phase 6 global pandemic. You do not create the crisis. You coordinate the response to contain it.

This is a tense, turn-based investigative pandemic simulator where you command the Global Health Authority fighting a war you can't see. Outbreaks don't arrive with health bars, you sift chaotic news feeds, medical intelligence, and conflicting field reports to work out what you're actually facing before it's too late. Deploy field teams into the blind spots, juggle multiple concurrent outbreaks, and manage the response as the Global Threat Matrix escalates from first contact to a declared Phase 6 global pandemic, where the real fight begins. Every call you make, from quarantines to vaccine funding to how hard you push a panicked public, becomes part of your Phase 6 Protocol: the record of exactly how you fought it, revealed once the outbreak finally breaks.

Early outbreak signals across the global map

02 / The unknown pathogen

The first emergency is knowing what you’re responding to.

Identification is its own investigation. Signals are noisy. Evidence arrives incomplete. Act on the wrong guess and the cost is more than a wasted turn: the political capital and containment tools you spend cannot simply be recovered.

"The pathogens that kill the most are never the aggressive ones."
— Dr.
Amara Voss, GHA Chief Diagnostics Officer

03 / Containment Protocol

Every option is real. So is the cost.

Every response is drawn from a real playbook: what authorities reach for first, what they hold in reserve, and what it costs politically to use it. The tension comes from the institutional choices made under pressure, not the threat itself.

"A quarantine doesn't fail at the border. It fails the moment trust runs out."

The Multi-Threat Crisis

The world doesn’t wait for you to finish one fight. Entirely separate pathogens can be spreading in different regions at once, each with its own transmission profile and its own clock forcing you to decide, every turn, which outbreak actually gets your attention.

"The second outbreak doesn't wait for a press conference about the first."
— Field Director Okonkwo, GHA Rapid Response Division

intelligence

The Diagnostic Fog of War

Every pathogen starts hidden. Deploy Rapid Response, Investigation, and Lab Sampling teams into the blind spots to pull transmission data, symptom profiles, and mutation traits out of the dark. While headlines, hospital admissions, and unverified field chatter compete to tell you what’s really out there before you commit resources.

Trust

The Breaking Point

Every countermeasure has a cost, and Political Will pays it first. Lock down a region before the threat is confirmed and trust collapses disproportionately. Push hard enough, and compliance turns to open defiance. Wait until the crisis clearly justifies it, and compliance holds instead of breaking.

escalation

The Global Threat Matrix

A real WHO-style escalation ladder, not a difficulty slider: Phase 4’s first sustained regional transmission, Phase 5’s spread across borders within a region, and the Phase 6 declaration, the moment the world calls it a pandemic, and where the real weight of command sets in.

"Phase 5 is a warning. Phase 6 is a verdict."
— Dr. Farah Nasser, Chair of the GHA Emergency Committee

Pandemic Response Command

From your Pandemic Response Command Tactical Projection, you watch diagnostics come in, push compliance before trust runs out, and race a vaccine against a deadline only you can see. Every decision happens right there, turn by turn.

05 / Your Protocol

Every call is yours to make. Write your own Phase 6 Protocol.

Every quarantine you ordered, every measure you delayed, every point of Political Will you spent or saved gets graded. The Global Health Authority compiles it into your Protocol Report Card, not a record of whether the world survived, but of how well you fought for it.

"Somebody has to decide. This time, it's you."
